I think this utility is really useful for people playing with high resolutions (for instance, 1920x1080). Most tilesets have a resolution of 16x16 pixels; given that the game needs a width of at least 80 tiles horizontally, this means that you either have to (i) play with a resolution lower than your screen allows (16 pixels * 80 = 1280 pixels), (ii) have the game display more than 80 tiles horizontally (1920 pixels / 16 pixels = 120), or (iii) use the in-game zoom. Each of these alternatives is worse than scaling the tileset, in my opinion; you'll either have smaller visible tiles, or badly scaled blurry tiles. So if you have the necessary patience to install the necessary tools (Octave and hqx for best results) and spend a minute or two studying the readme I definitely recommend this :-D
